Xinhua News Agency, Beijing, July 9 (Reporter Zhang Xiaojie) A reporter learned on July 9 that the Ministry of Human Resources and Social Security recently issued the “15th Five-Year Plan” for the development of human resources and social security undertakings, proposing seven major goals for human resources and social security development during the “15th Five-Year Plan” period. To support the realization of these goals and highlight development priorities, the plan sets five categories with 18 quantifiable indicators, including a requirement that the number of newly added jobs in urban areas during the “15th Five-Year Plan” period be maintained at a fairly large scale.

On employment, the plan proposes that during the “15th Five-Year Plan” period, the number of re-employed urban laid-off workers will be 25 million, the number of employed people with employment difficulties will be 6.5 million, and the urban surveyed unemployment rate will be kept within 5.5%. More than 50 million people will participate in subsidized vocational skills training; among them, 17.5 million migrant workers will take part in training.

On social security, the plan proposes that during the “15th Five-Year Plan” period, the basic pension insurance participation rate will be maintained at 95% or above. The number of people participating in unemployment insurance and work injury insurance (including occupational injury protection) will respectively reach 255 million and 345 million, and the scale of enterprise (occupational) annuity funds will exceed 9 trillion yuan.

On talent and personnel matters, the plan proposes that during the “15th Five-Year Plan” period, it is expected that 14 million people will newly obtain professional and technical personnel qualification certificates, and 35k postdoctoral researchers will be recruited each year. Additionally, 40 million people will newly obtain vocational qualification certificates or vocational skill level certificates, including 14 million with a higher level of worker or above.

On labor relations, the plan proposes that by the end of the “15th Five-Year Plan” period, the success rate of labor and personnel dispute mediation will reach 65%, the closure rate for labor and personnel dispute arbitration cases will reach 93%, and the closure rate for labor security supervision cases reported and complained will reach 97%.

On public services, the plan proposes that by the end of the “15th Five-Year Plan” period, the population coverage rate for electronic social security cards will reach 90%.

The plan has deployed key tasks in eight areas for human resources and social security development during the “15th Five-Year Plan” period, including promoting high-quality and full employment, carrying out large-scale vocational skills training, improving the social security system, optimizing the talent development institutional mechanisms, improving the wage and income distribution system, building harmonious labor relations, comprehensively enhancing the quality and effectiveness of public services, and promoting coordinated regional development. It also sets 11 sections and proposes a series of major policy measures, key engineering projects, important action plans, and major event arrangements.
