The EU just made quantum development a legal requirement 🇪🇺



The European Commission released the Cloud and AI Development Act on June 3.

Most reports focused on cloud sovereignty. What people missed: the Act explicitly embeds quantum computing into the EU's cloud and AI strategy. Member states must include quantum development in their national cloud and AI plans.

Quantum is now a mandatory element of European digital infrastructure policy. Not a recommendation. It's legislation.

The EU is also advancing a separate EU Quantum Act, modeled after the EU Chips Act: building a sovereign quantum ecosystem, securing supply chains, and accelerating commercialization.

The US, UK, Japan, and EU are all working on quantum at the national policy level simultaneously. This is not a coincidence. It's convergence.
