President of Kazakhstan signs decree to promote development of digital assets industry

Shenchao TechFlow news, July 8, according to the official website of the Ministry of Artificial Intelligence and Digital Development of Kazakhstan, the President of Kazakhstan signed on July 8, 2026 the Decree "On Measures to Stimulate and Develop the Digital Asset Industry in the Republic of Kazakhstan", aiming to build a modern and transparent digital financial service ecosystem. The core content of the decree covers four major directions: First, promoting the modernization of payment infrastructure and developing mechanisms to support the use of digital assets and stablecoins for cross-border settlements; Second, encouraging the integration of crypto asset trading into a regulated legal framework, allowing voluntary disclosure of digital assets previously held on unregulated overseas platforms and their transfer to domestically licensed service providers; Third, introducing tax incentive policies, where income from digital asset transactions conducted through Kazakhstan's regulated infrastructure will be exempt from personal income tax; Fourth, allowing associated gas from oil and gas fields to be used for self-generated power supply to digital mining, thereby promoting regional investment and efficient energy utilization. In addition, the decree also clarifies the development direction of tokenized financial instruments and national transaction infrastructure.
