The Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Data Administration have jointly issued the "Implementation Opinions on Accelerating the Application and Development of 'AI + Human Resources and Social Security,'" emphasizing the need to accelerate the implementation of the "AI+" action, promote the coordinated optimization of the AI industry and human resources and social security work, explore and innovate AI application scenarios in the field of human resources and social security, build a safe, stable, and sustainable AI construction and operation mechanism, and achieve the digital and intelligent development of human resources and social security work. The "Implementation Opinions" set a five-year construction goal: by 2026, establish the "AI + Human Resources and Social Security" application infrastructure, create 20 application scenarios based on industry large models and corresponding high-quality datasets; by 2027, popularize and apply a batch of industry large models and intelligent agents for human resources and social security, exploring about 50 high-value application scenario empowerment paths; by 2030, form an innovative situation where AI is widely applied in the field of human resources and social security. The "Implementation Opinions" propose to create major AI scenarios for human resources and social security from six aspects, including developing digital and intelligent employment to create a new model of employment service management; deepening intelligent social insurance to promote new improvements in management service capabilities; strengthening precise talent cultivation and utilization to build a new mechanism for intelligent talent supply; deepening intelligent labor relations to build a new form of intelligent labor rights protection; developing intelligent human resources services to form a new ecosystem of human resources services; and constructing an intelligent governance model for human resources and social security to promote the modernization of governance capabilities. A panoramic map of AI application scenarios in the field of human resources and social security is formulated, covering 67 sub-scenarios. The "Implementation Opinions" propose to consolidate the infrastructure for AI application in human resources and social security from four aspects: building an AI application platform, constructing high-quality industry datasets and AI corpora, developing industry algorithm models for human resources and social security, and establishing institutional standards and development ecosystems.
