📉 BTC $63k, ETH $1,761, Fear & Greed Index 20 — darkest hour or golden pit?

Market sentiment has fallen into extreme fear (Fear & Greed Index: 20), with the Coinbase BTC premium index showing negative premium for 50 consecutive days, the longest streak in history.

But right when the market is in despair, three major events are changing the rules of the game:

1️⃣ SEC strikes big in July: Crypto safe harbor arrives

The SEC updated its 2026 regulatory agenda, and this month will release a "Regulation Crypto" proposal — establishing a safe harbor for DeFi and tokenized securities. Startups (valuation < $5 million) can be exempted, and entrepreneurs can raise up to $75 million through crypto investment contracts. This means: the U.S. is officially shifting from "enforcement-first" to "rules-first."

2️⃣ EU MiCA transition period ends, 80% of exchanges out

From July 1, only 213 CASPs have received MiCA authorization. Approximately 1,300 European exchanges and custodians (80% of the total) must cease EU operations until they obtain new authorization. Compliance barriers have sharply increased, and the industry is accelerating its reshuffle.

3️⃣ UK FCA issues final crypto rules

On June 30, the UK FCA released its final rules, effective October 2027. Covering exchanges, custodians, staking providers, and stablecoin issuers — the world's three major financial centers (US, EU, UK) are advancing crypto regulatory frameworks simultaneously.

Ethereum TVL: $39.3 billion (firmly in first place)

Solana TVL: $5.04 billion

Base TVL: $4.42 billion (growing rapidly)

Arbitrum TVL: $1.23 billion

My view:

When regulation shifts from "uncertainty" to "clear rules," the biggest barrier to institutional entry is dissolving. SEC safe harbor + MiCA + UK FCA framework — three major markets are simultaneously opening compliance channels. Short-term prices face pressure, but in the medium to long term, compliance is a prerequisite for large-scale institutional capital inflows.
