15 years ago, drinking was indeed fierce within the system. In some district/county-level units and townships, they would start drinking at noon, go home to sleep right after, and continue drinking in the evening. This situation was not limited to bureau directors; it was the same for section-level cadres and even staff members in powerful offices.


When a county bureau section chief went to an enterprise for research, you definitely couldn't leave at noon—the enterprise would definitely host you. As a result, some cadres would top up 50 yuan at the government cafeteria at the beginning of the year and never finish spending it by the end of the year.
Later, the central government's Eight-Point Regulation began to strictly crack down on eating and drinking. By 2025, when the Eight-Point Regulation study and education campaign was launched again, after more than a decade of strict inspections, the work style of cadres had significantly improved.
On the matter of drinking alone, 99.9% of cadres absolutely will not drink at noon. When going to enterprises for research in the morning, they hurry back after 11 a.m., fearing that if they return too late, the cafeteria will have no food. Enterprises are now also very savvy; they will politely offer hospitality, but if you don't stay, they won't insist.
