Policy Address 2026|The “Practical Governance Roundtable” Calls for Moving the Former Chief Executive’s Office to Northern Metropolis, Citing Profound Strategic Diplomatic and Promotional Significance
The consultation on the Policy Address has been launched. Legislative Council Members and political groups have been submitting proposals to the Chief Executive, John Lee, one after another, with many of them focusing on the development of the Northern Metropolis. The Real Estate Roundtable proposes relocating the former Chief Executive’s Office to the core landmark building within the Northern Metropolis, believing that this move would not only optimize resource allocation but also carry far-reaching strategic diplomatic and promotional significance.
The Real Estate Roundtable said that relocating to the Northern Metropolis can effectively reduce the opportunity cost of renting prime downtown premises or the costly expenses for heritage site maintenance, in line with the government’s principle of “prudent financial management.” In addition, when the current Chief Executive receives foreign envoys, business leaders, or international visitors at this venue, guests can directly and intuitively view and examine the Northern Metropolis’ overall construction progress and future plans. This would not only be beneficial for conducting people-to-people diplomacy, but also enable seamless integration of foreign affairs reception with the development of Hong Kong and the Northern Metropolis—playing a powerful synergistic role.
Policy Address 2026|Tam Chun-kok Advocates for Developing the Northern Metropolis and Also for Co-developing a “Joint Industrial Park” with the Nine Cities of the Greater Bay Area
As for New Territories North lawmaker Tam Chun-kok, he suggested that the government make good use of the space created by the Northern Metropolis’s dedicated legislation—linking up the “four flows” of people, goods, data, and capital. He also proposed working with the nine Greater Bay Area cities to jointly formulate a “Joint Policy Package,” study co-developing a “Joint Industrial Park,” establish a “Joint Funding Pool,” and promote the rollout of market projects to achieve complementary advantages. Tam also hopes to replicate the “Hong Kong Railway Standards” in road, bridge, and other construction, and incorporate them into national standards, so as to reduce construction costs and speed up completion. In terms of medical support, Tam advocated setting up a “New Territories North Hospital Network” as soon as possible to integrate resources and improve specialist services. At the same time, rural infrastructure must be strengthened to promote urban-rural integration, and in tandem with the commissioning of new border checkpoints, the surrounding transportation and commercial flow routes should be optimized accordingly.
Policy Address 2026|Kong Hao-ming Calls for Attention to Old District Redevelopment While Developing the Northern Metropolis
Election Committee sector lawmaker Kong Hao-ming, meanwhile, urged the government to pay attention to the redevelopment of old districts while developing the Northern Metropolis, so as to avoid making citizens feel they are being neglected in favor of something else. He suggested extending the “Partnership Programme for Revitalising Historic Buildings” to private old buildings, allowing owners to carry out self-directed restoration work as long as they meet safety requirements, preserving the arcade and stairwell features of tenement buildings, and turning old districts into “photo spot” hotspots. He also proposed conducting a comprehensive review of area community halls with low usage and school premises left idle due to school closures, converting them into multi-purpose venues to provide services such as senior health talks, temporary childcare, and respite spaces for caregivers, thereby avoiding large-scale demolition and redevelopment.
