Liu Liehong stated that with the implementation of the "531" work system, the potential of data elements has been rapidly unleashed, and data circulation and utilization have presented new trends. First, the release of industry data value has entered a new stage of in-depth advancement. Enterprises should focus on fighting the "three main battlefields" to realize their own value in deepening industry data circulation and utilization; local governments should strive to create a strong data atmosphere, empowering industrial transformation through data to promote high-quality economic development; the National Data Administration will work with relevant departments to introduce targeted specific measures. Second, the solutions to key issues have become clearer. For example, to meet the diverse data needs of artificial intelligence, addressing the challenges of "decentralized system construction, non-uniform standards, and difficulty in data sharing," using "technology empowerment" such as agent invocation to resolve the pain point of "data dispersion," and using "semantic unification" to break through the problem of "format inconsistency" have shown initial results. Third, data empowerment for AI innovation and development continues to deepen. On the supply side, accelerate the construction of a high-quality industry dataset supply system; on the circulation side, systematically optimize data usage rules and circulation models for artificial intelligence; on the application side, drive the rapid acceleration of the data flywheel through "modulus resonance."
