On July 7, according to an official announcement, the SIGN Foundation, together with Bhutan’s National Digital Identity (Bhutan NDI) and the Sierra Leone Ministry of Communication, Technology and Innovation (MoCTI), has signed a Memorandum of Understanding (MoU) for cooperation. The three parties will jointly design, develop, and implement Sierra Leone’s national digital identity platform.

As introduced, the platform is built on open-source technology and compliant with W3C standards through Verifiable Credentials, enabling citizens to securely prove and manage their identities while upholding high standards for privacy, security, and data sovereignty. In terms of division of responsibilities, SIGN Foundation will lead the platform’s system design, solution architecture, and technical implementation; Bhutan NDI will contribute its experience in national digital identity architecture and provide a foundational open-source identity framework, drawing on the successful implementation experience of Bhutan’s national digital identity project; MoCTI will provide strategic guidance, policy direction, and cross-government coordination to support nationwide rollout.

The three parties will also set up a joint working group to oversee implementation, coordinate technical activities, track progress, and develop a phased strategic implementation roadmap.

SIGN Foundation is a global digital infrastructure company that builds sovereign Digital Public Infrastructure (DPI) for governments and regulated entities. It has five years of production-level deployment experience, covering more than 50 million people. Bhutan NDI is a subsidiary of Druk Holding & Investment (DHI), Bhutan’s sovereign wealth fund.
