The Intermediate People's Court of Changzhou City, Jiangsu Province, publicly announced its first-instance judgment in the case of Yang Youlin, former executive deputy director of the Management Committee of the Nanjing Economic and Technological Development Zone, involving bribery, embezzlement, offering bribes, misappropriation of public funds, abuse of power, and money laundering. Yang Youlin was found to have accepted bribes exceeding 2.2 billion yuan and was sentenced to death.

The trial ascertained that from 1993 to 2023, Yang Youlin exploited his positions as manager of the Municipal Engineering Company of Nanjing Jiangning Economic and Technological Development Corporation, deputy director of the Management Committee of the Nanjing Jiangning Economic and Technological Development Zone, director of the Construction Bureau of Jiangning County (District), deputy director of the Management Committee of the Nanjing Private Science and Technology Park, and executive deputy director and director of the Management Committee of the Nanjing Jiangning Science Park, to provide assistance to relevant entities and individuals in matters such as undertaking projects, business operations, land transfers, and capital turnover, illegally accepting property totaling 2.21B yuan.

The Intermediate People's Court of Changzhou City held that the amount of bribes Yang Youlin accepted was particularly enormous, the circumstances of the crime were especially severe, the social impact was extremely detrimental, the losses to the interests of the state and the people were especially significant, and the crime was extremely serious, warranting a death penalty according to law. Although Yang Youlin exposed others' criminal acts, which were verified, constituting meritorious performance, considering the facts, nature, circumstances, and the degree of harm to society of his bribery crime, it was insufficient to grant him a lighter punishment. The court thus rendered the aforementioned judgment.
