On the 4th, the State Administration for Market Regulation and the Ministry of Commerce began soliciting public opinions on the drafted "E-commerce Law of the People's Republic of China (Draft Amendment for Public Comment)". The draft amendment consists of 20 articles, with main contents covering five aspects: First, expanding the scope of legal regulation. On the basis of current platforms and platform operators, further clarify the rights and obligations of other participants in the platform economy. Second, improving the platform responsibility system. Based on the current fixed fines and orders to suspend operations for rectification, enrich regulatory measures to support normalized supervision. Third, clarifying the working mechanism for regulatory synergy. In response to cross-industry and mixed operations in the platform economy, add the principle of consistent management by the responsible department for offline and online businesses, and strengthen integrated supervision through inter-departmental coordination and central-local collaboration. Fourth, regulating prominent illegal acts in e-commerce. Focus on issues strongly reflected by the public in practice, revise and improve corresponding provisions, and effectively respond to public concerns. Fifth, deepening openness and cooperation in e-commerce. Promote compatibility of e-commerce rules, regulations, management, and standards with international ones, strengthen industry self-discipline, guide orderly overseas expansion, add countermeasures against foreign entities, and protect the legitimate rights and interests of enterprises.
