Ministry of Commerce Announcement No. 25 of 2026 publishes the preliminary determination of the anti-dumping investigation on pea starch originating in Canada. In accordance with the provisions of the Anti-Dumping Regulations, on August 12, 2025, the Ministry of Commerce decided to initiate an anti-dumping investigation into imported pea starch originating in Canada. The preliminary determination finds that there is dumping of imported pea starch originating in Canada, causing material injury to China's domestic pea starch industry, and there is a causal relationship between the dumping and the material injury. Pursuant to Articles 28 and 29 of the Anti-Dumping Regulations, the investigating authority decides to implement provisional anti-dumping measures in the form of security deposits. Starting from July 1, 2026, import operators, when importing the products under investigation, shall provide corresponding security deposits to the Customs of the People's Republic of China at the security deposit rates determined for each company in this preliminary determination.
