Notice from the Office of the Handan City Ecological Environment Protection Commission on Issuing the “Key Points for Comprehensive Air Pollution Control Work in Handan City for 2026,” which mentions strict project access management. It is strictly prohibited to unlawfully add new steel (including cast-iron pig iron for casting), coking, cement clinker, flat glass, electrolytic aluminum, alumina (including aluminum hydroxide), coal chemical, sintered bricks and tiles, and oil refining capacity. New, renovated, or expanded coal-using projects and “high energy consumption and high emissions” projects must achieve benchmark energy-efficiency levels, and their environmental performance must reach Class A or leading levels. Increase the proportion of enterprises in industries such as steel, non-ferrous metals, and building materials that meet benchmark energy-efficiency levels. Promote the transformation and upgrading of the building materials industry. Complete the consolidation and exit of 27 carbon enterprises across the city. By the end of October, basically complete the consolidation and exit of sintered brick production lines in the city with annual production capacity of below 100 million standard bricks. The actual daily output of cement clinker production lines shall not exceed 110% of the registered daily capacity, and the annual output shall not exceed the registered annual capacity.
