On the 4th of the month, The New York Times reported that according to four officials familiar with the meeting details, during the final stages of negotiations, Iranian Supreme Leader Mojtaba Khamenei hesitated to approve the preliminary ceasefire agreement when Iranian President Ebrahim Raisi visited him. The President told the Supreme Leader that the economic situation was dire, and that the U.S. maritime blockade was suffocating Iran; if he refused the agreement, he would resign. Additionally, Iranian Central Bank Governor Abdolnaser Hemmati also wrote to Khamenei, indicating that the country was facing a severe budget crisis, and if the maritime blockade continued, critical food and medical supplies would run out by the end of August. Hemmati explained in his letter that Iran could not sell oil at the required scale or find alternative trade routes. These statements played a crucial role in Mojtaba's eventual decision to support the agreement. In a brief public statement, he noted that while he was 'principally' opposed to the agreement, he instructed the President to proceed if he obtained the support of the Supreme National Security Council. Raisi stated that the Council approved the agreement with 12 out of 13 votes in favor.
