According to Cointelegraph, the Major County Sheriffs of America (MCSA) has withdrawn its opposition to the CLARITY Act and has instead taken a neutral position. The MCSA said that some of the concerns it previously raised about Section 604 of the bill have been partially addressed. This provision relates to the Blockchain Regulatory Certainty Act, which mainly provides liability exemptions for blockchain developers and service providers, helping prevent them from being held responsible for users’ illegal activities on decentralized platforms. The MCSA previously worried that criminals could exploit this provision, weakening law enforcement’s ability to investigate crypto crimes. The association also said it still hopes the bill will further amend Section 309 to include state-level law enforcement within the scope of research on DeFi and illicit financial risks.

From staunch opposition to cautious neutrality, MCSA's compromise indicates that law enforcement's concerns in the legislative game have been partially appeased. However, the dispute over the scope of research in Section 309 is essentially a jurisdictional division between the federal and state levels.

After the revision of Article 604, has the risk of criminals exploiting exemptions been reduced? I hope it's not just on paper. The tension between DeFi's anonymity and law enforcement needs has always been a tough problem to solve.

Neutrality is better than opposition, but it's still far from support. The statement from MCSA shows that blockchain regulation is seeking that delicate balance: preserving innovation without giving the green light to illegal activities.

State-level enforcement wants to participate in DeFi risk research. This move is clever—it both secures a voice and lays the groundwork for possible future regulatory expansion. The federal response will be crucial.

MCSA's shift is quite subtle; the change from opposition to neutrality indicates that the revision of Section 604 indeed touched on their pain points. However, state-level law enforcement trying to squeeze into the scope of Section 309 research has a strong flavor of power struggle.
