This section pertains to the Blockchain Regulatory Certainty Act, primarily providing liability exemptions for blockchain developers and service providers, protecting them from being held responsible for users' illegal activities on decentralized platforms. At the same time, the association expressed its hope that the bill would further amend Section 309 to include state-level law enforcement agencies in the study of DeFi and illicit financial risks.

The MCSA's shift is quite interesting, from opposition to neutrality. The amendment to Article 604 did give developers some breathing room. However, Article 309 still wants to get involved in DeFi research, and state-level law enforcement agencies are trying to expand their say.
