The State Council issued the "Beautiful China Construction '15th Five-Year Plan'".

The Plan proposes that by 2030, the quality of the ecological environment will be comprehensively improved, and new significant progress will be made in building a Beautiful China. A green production and lifestyle will basically take shape, the carbon peak target will be achieved on schedule, the total emissions of major pollutants will continue to decrease, the comprehensive management capacity and level of solid waste will be significantly enhanced, the urban and rural living environment will be markedly improved, the diversity, stability, and sustainability of ecosystems will be continuously enhanced, the level of nuclear and radiation safety will be consistently raised, national ecological security will be effectively guaranteed, the ecological environment governance system adapted to the requirements of building a Beautiful China will be continuously improved, and a number of demonstration models for building a Beautiful China will be established. The people's sense of gain, happiness, and security regarding the ecological environment will be continuously strengthened. At the same time, it provides an outlook for the 2035 goals and proposes accelerating the formation of an overall layout for building a Beautiful China.

The Plan outlines seven key tasks: intensifying efforts in the battle to protect blue skies, clear waters, and clean soil; comprehensively implementing actions for solid waste and new pollutant treatment; promoting ecosystem optimization in a coordinated manner; actively addressing climate change; accelerating the formation of green production and lifestyles; safeguarding the bottom line of security in building a Beautiful China; and improving the guarantee system for building a Beautiful China. It also proposes major projects such as air pollution prevention and upgrading, water ecological environment treatment and protection and restoration, marine ecological protection and restoration, soil pollution source prevention and treatment, industrial solid waste environmental risk hazard investigation, rectification, and comprehensive utilization, and coordinated treatment of new pollutants.

The Plan requires improving the working mechanism for building a Beautiful China, with central coordination, provincial responsibility, and implementation by cities and counties, and implementing performance assessments for building a Beautiful China as stipulated. Local people's governments at all levels should refine and implement the tasks and objectives in accordance with the Plan, and relevant departments should cooperate and advance according to their responsibilities. The Ministry of Ecology and Environment, together with relevant departments, should conduct dynamic monitoring, mid-term evaluation, and summary assessment of the implementation progress of the Plan.
