SEC Chair: Advancing Modernization of "Crypto Project" Regulatory Rules to Promote Market Migration On-Chain



July 3 News - SEC Chair Paul Atkins stated that over the past year, the SEC has actively responded to President Trump's initiative to "make America the world's crypto capital" by advancing the modernization of "cryptocurrency project" rules and regulations to promote market migration on-chain.

Atkins emphasized that these SEC measures provide issuers of digital assets with long-term regulatory certainty, allowing investors and entrepreneurs to know in advance whether their digital asset issuance falls under securities regulation before taking action.

Furthermore, the SEC has signed a historic Memorandum of Understanding with the CFTC, establishing a coordinated regulatory framework to eliminate the long-standing regulatory overlaps and gaps that have plagued the industry, thereby creating a clearer rule environment for corporate innovation.

In summary, these series of measures signify that the U.S. federal crypto asset regulatory framework is moving from fragmentation to systematization. It also indicates that policymakers are attempting to replace the vague approach of using enforcement actions to define compliance boundaries with more transparent rules.
