In the past, the most profitable businesses in China were all written in the penal code.

But nowadays, it is said that businesses with a sentence of less than six years basically have no profits left.
These include theft, fraud, embezzlement, misappropriation of funds, illegal business operations, producing and selling counterfeit goods, intellectual property infringement, illegal fundraising, money laundering, aiding cybercrime, as well as some cases of bribery, gambling, and picking quarrels and provoking trouble, indicating that these "businesses" that ordinary people needed to take risks to make profits have been systematically taken away by them.
These profits have not disappeared, but have been redistributed into higher-level structures: either absorbed by platform rules with backers, diluted by compliance costs, or monopolized by higher-order organizational capabilities.
