(30 June) Arab Monetary Fund Tokenizing Real-World Assets: Policy Pathways for Real Estate Tokenization in the Arab Region.

☀️ Tokenization digitally represents real-world assets #RWAs on distributed ledgers, enabling fractional ownership, deeper liquidity, lower transaction friction, and broader investor access to high-value assets such as real estate and commodities.
☀️ Although the global tokenized asset market is still early, jurisdictions such as the UK, Singapore, South Africa, the Philippines, and parts of the EU are already piloting tokenized real estate and gold projects.
📌 These pilots show that success requires:
📍 Clear regulatory frameworks
📍 Strong technological infrastructure
📍 Effective public-private partnerships
☀️ In the Arab region, the digital asset regulatory landscape remains fragmented. Some jurisdictions are exploring tokenized real estate and gold, while others still lack legal clarity or restrict virtual asset activity.
☀️ For Arab policymakers, the opportunity is twofold:
📍 Support economic diversification and financial inclusion
📍 Modernize regulation and infrastructure to unlock wider adoption
☀️ Financial market infrastructure must also evolve. Payment systems, custody services, and settlement rails need to integrate with #DLT to support tokenized assets efficiently and securely.
☀️ Investor confidence remains a key challenge, making education, awareness, and capacity-building essential for adoption.
☀️ This policy note focuses on three key areas:
📍 International best practices from the IMF, OECD, World Bank, FSB, and AMF
📍 Benefits and challenges of tokenizing real estate and commodities in the Arab context
📍 Policy pathways for regulation, infrastructure readiness, market development, and financial stability safeguards
Bottom line:
Tokenization can become a major bridge between traditional assets and digital finance in the Arab region, but only if regulation, infrastructure, custody, investor protection, and market confidence advance together.
