The document reviews the historical background of the U.S. Commodity Futures Trading Commission’s exclusive regulatory authority over prediction markets, and puts forward three key points: prediction markets can aggregate information into price signals, users cannot control contract prices and must assume fair access obligations, and state laws in the U.S. stock markets are not suited to regulate prediction markets.
