When events within any entrenched vested-interest group are exposed, it is not simply about anti-corruption. Back then, Heshen was so greedy, yet Qianlong didn’t deal with him—was Qianlong not able to see it? No, because Heshen was useful. The dirty work was handed over to him, and he served as the lubricant for the state treasury, the emperor’s private coffers, and the bureaucratic system; he could also help Qianlong accumulate money. In essence, during that period, Heshen was just managing wealth on the emperor’s behalf. Later, Emperor Jiaqing took back the wealth his father left him (the confiscation of Heshen’s assets), which also served as a deterrent to others and provided sufficient justification for future asset management of the people.
