OCC 拟将《银行保密法》适用于稳定币发行方

ME News, on June 23 (UTC+8), the U.S. Office of the Comptroller of the Currency (OCC) released on June 22 a proposed rulemaking that would require payment stablecoin issuers (PPSI) under its supervision to comply with relevant provisions of the Bank Secrecy Act and the 《GENIUS Act》, while also implementing FinCEN and OFAC’s anti-money laundering/anti-terrorist financing (AML/CFT) programs, sanctions programs, and reporting requirements. The rule will also establish OCC’s AML/CFT oversight and enforcement framework for PPSI and clarify the consultation mechanism between OCC and FinCEN in enforcement actions. Previously, OCC had jointly sought public comments with the Federal Reserve, FDIC, NCUA, and other agencies on requiring stablecoin issuers to establish customer identification procedures.
