Some big EU AI policy moves reportedly coming but here's the infrastructure reality they're working with.

> US hyperscaler capex in the same year: $725 billion.
Europe spent six years building 19 AI Factories and 14 supercomputers and just Amazon alone will outspend that entire effort in two weeks this year.
Most European AI teams don't use European infrastructure. They rent from Virginia and Iowa and pay a GDPR compliance premium on top of the hyperscaler margin for the privilege. New Nvidia hardware reaches EU data centers 3 to 6 months after US-East. The continent is structurally dependent on chips it doesn't design, manufactured in fabs it doesn't control, allocated by companies that prioritize their home market first.
The power grid is the other ceiling. Ireland's data centers already consume 22% of national electricity. EU vacancy compresses to 6.5% by year end.
You cannot close a 57x gap with policy announcements. The compute already exists across 38 countries. The problem is it isn't connected into anything usable.
