According to a report from Crypto界, the Ministry of Industry and Information Technology has issued a notice on the “Implementation Opinions on Innovative Development of ‘Artificial Intelligence + Information and Communications’ (2026–2028).” By 2028, artificial intelligence and information and communications will initially establish an innovation development pattern characterized by integrated, mutually reinforcing progress; the intelligent operations and service capabilities of information and communications will reach an internationally advanced level; information and communications networks will initially achieve high-level self-reliant intelligence; more than 30 high-value representative scenarios will be developed; and a batch of representative applications and featured intelligent agents will be created. Information infrastructure such as networks and computing power will further enhance artificial intelligence capabilities, and the coverage rate of the 1-millisecond latency circle for metropolitan-area computing power will be no less than 75%.
