a16z Globalization Shift: VC is Becoming the "Driver" of the U.S. Tech Alliance
Editor's Note: Ben Horowitz's announcement signals an important shift in a16z's globalization strategy: it is no longer just about seeking overseas projects and expanding international investments, but about positioning itself within a larger framework of technological competition and alliance cooperation.
In the past, the core capabilities of venture capital mainly lay in discovering companies, providing capital, and helping with growth. But as AI, robotics, defense technology, cybersecurity, and supply chain restructuring become focal points of national competition, the internationalization paths of startups have also become more complex. They face not only markets and customers but also multi-national regulations, industrial policies, geopolitical relations, and strategic capital. The establishment of a16z's Tokyo office, the appointment of Anne Neuberger to oversee global affairs, and the upgrade of the investor relations team to a global partnership team are responses to these changes.
The most significant signal in this article is that a16z is explicitly linking its global network with the technological leadership of "the United States and its allies." Technological innovation is shifting from a purely commercial proposition into the context of national security, industrial capacity, and international competition. For a16z, the future venture capital network will not only help founders with fundraising, recruiting, and sales but also assist them in entering key markets, connecting with government and strategic agencies, and understanding different countries' policies and regulatory environments.
This also means that the role of leading venture capital firms is being redefined. VC is no longer just a capital intermediary but an organizer connecting startups, national capabilities, industrial resources, alliance systems, and global capital. a16z's global layout can be seen as Silicon Valley capital proactively positioning itself in the new round of global technological competition.
Below is the original text:
At Andreessen Horowitz, we believe that the best thing a society can do for an individual is to give them a chance. We openly believe that the United States and its global allies have more consistently and successfully achieved this than anywhere else in the world. Today, as countries rebuild, rearm, and rethink how to provide security for their citizens and participate in global competition, we also have the opportunity to continue passing on the gift that America once gave us, to entrepreneurs, and to the world.
Over the past three years, we have deliberately built bridges in key international markets. Our recent announcement of establishing a Tokyo office reflects our commitment to prioritizing America's closest allies. Today, we also announce a series of new global initiatives:
Fostering technological cooperation with allied countries in key innovation areas, including AI, robotics, defense modernization, cybersecurity, and supply chain resilience; at the same time, providing advice on global geopolitical issues, international policies, and regulations for a16z and its portfolio companies. Anne Neuberger will lead this work as our newest general partner and head of global affairs. With nearly two decades of government service, Anne has long contributed to U.S. security and competitiveness, working across defense, intelligence, and emerging technologies. Few have observed as closely as she has how technology rapidly evolves into a core pillar of geopolitical influence, industrial capacity, and national security. Her addition also reflects our judgment: that technological leadership, trusted alliances, and enduring partnerships will define the next phase of global competition.
Helping our growth-stage companies go international. Companies are becoming increasingly multi-national, multi-channel, and multi-product. From the start, we have been a network-driven organization: what you truly want from VC is not just advice but empowerment. You need to be able to connect with key figures from the president to major buyers once you enter a country. Over the years, we have built such a network and become one of the most powerful "behind-the-scenes drivers" in venture capital. As a16z managing partner, Raghu Raghuram will lead this effort.
Attracting and establishing new partnerships overseas. This includes our traditional limited partners as well as sovereign and strategic institutions capable of opening markets, distribution channels, and capital resources for founders. To reflect this shift, our investor relations team is now renamed the Global Partnership Team, led by managing partner and global partnership head Jen Kha. The team’s mission is to help founders connect with the capital and relationships needed for global expansion, enabling faster scaling.
Continuing to invest in the best companies we find anywhere. Our primary and most important task remains supporting great tech companies and helping them succeed. Today, Gabriel Vasquez and Angela Strange are leading efforts to track international founders and build communities around them. To date, a16z has completed over 100 international investments.
From the beginning, a16z has been a company, not just a fund. Our mission is to help founders build outstanding companies as much as possible. From day one, we have been uncompromising on this principle.
And today, that mission takes on a new layer of meaning: not only helping founders but also supporting the United States and its allies. We are responding to this call.
