U.S. House Passes War Powers Resolution: The Battle Between Congress and the President Over Military Authority Surfaces Again
On June 3, the U.S. House of Representatives passed the War Powers Resolution by a vote of 215 to 208, requiring President Donald Trump to halt military actions against Iran without formal authorization from Congress. Of note, four Republican lawmakers joined Democrats in voting in favor, marking the first open bipartisan check on military action since the conflict escalated in February this year.
While the resolution is often seen as having more political and symbolic significance, its practical binding effect is still subject to many limitations. However, it has once again sparked public debate over who, in the U.S. constitutional system, truly holds the power to wage war. Under the U.S. Constitution, Congress has the power to declare war, while the President serves as Commander-in-Chief of the armed forces. Yet over the past several decades, the United States has carried out many overseas military operations without going through the formal process of declaring war, leaving long-running controversy over the boundary between executive and legislative authority.
Lawmakers who support the resolution argue that any ongoing military actions should be subject to congressional oversight and authorization. War involves not only national security, but also financial spending, international relations, and the safety of soldiers’ lives, and therefore should not be decided unilaterally by the executive branch. Through the War Powers Resolution, Congress hopes to strengthen its own role and responsibility in major military decisions.
On the other hand, opponents believe that when facing international crises, the President needs sufficient room to maneuver and decision-making flexibility. Military situations often change rapidly, and if all actions must wait for congressional authorization, it could weaken the United States’ ability to respond to threats in real time, thereby affecting national security and strategic deployments.
The most eye-catching part of this vote is the appearance of Republican defections. Although the numbers are small, in a highly partisan political environment in Washington, dissent within the ruling camp shows that some lawmakers have doubts about the continued expansion of military action. It also reflects that the issue of war powers has gone beyond simple party positions and returned to discussions at the constitutional and institutional levels.
From an international perspective, this resolution also sends a message to the world: U.S. domestic policy toward Iran is not monolithic. Allies, financial markets, and geopolitical observers will closely watch the power struggle between the White House and Congress, as well as whether future military actions may face more political restrictions.
In the end, the real significance of this resolution may not be whether it can immediately change events on the battlefield, but rather the fact that it once again reminds people that, under a democratic system, the use of military force is not only a strategic issue—it is also an important test of power checks and balances and constitutional governance.
Because between war and peace, the discussion is not only about the military actions themselves…
It is also about who has the authority to decide to wage war—and what kind of oversight that authority should be subject to.
