The Security Committee was cut from 9/12 down to 3/4, and they even replaced it with people from our own team—this downgrade isn’t unfair. Stage 0 was basically just giving face.

Wu said that L2BEAT issued a post stating that Scroll has completed its governance transition: it has replaced the original independent 9/12 security council with a 3/4 multisignature operated by the Scroll team. L2BEAT therefore downgraded Scroll from Stage 1 to Stage 0. Scroll previously said that, relative to actual usage, the cost of the security council has become difficult to keep justified, and therefore it plans to transfer control of protocol administrator permissions to the Scroll Admin multisignature. L2BEAT noted that the security council’s main function is to guard against malicious upgrades; if there is no independent council, a single operator’s key set may be enough to affect users’ funds. The new multisignature can upgrade core contracts, including cross-chain bridges, without delay, bringing the risk of centralized upgrade control.
