Wu said that L2BEAT issued a statement indicating that Scroll has completed its governance transition, replacing the original independent 9/12 security council with a 3/4 multisig operated by the Scroll team, and therefore L2BEAT has downgraded Scroll from Stage 1 to Stage 0. Scroll previously stated that the cost of the security council had become difficult to justify based on actual usage, and therefore planned to transfer the protocol administrator control to the Scroll Admin multisig. L2BEAT pointed out that the main role of the security council is to prevent malicious upgrades; without an independent council, a single operator’s key set could be sufficient to influence user funds, and the new multisig could upgrade core contracts, including cross-chain bridges, without delay, introducing centralized upgrade control risks.
