According to CriptoNoticias, the U.S. Congress has published the full text of the "U.S. Reserve Modernization Act" (ARMA) on its official website, with bill number H.R.8957. The bill was introduced on May 21 by Republican Congressman Nick Begich and Democratic Congressman Jared Golden, aiming to incorporate the U.S. strategic Bitcoin reserve into a permanent legal framework. The report states that ARMA proposes to transfer digital assets held by federal agencies to the Department of the Treasury and separate the Bitcoin reserve from other digital asset inventories; the Bitcoin reserve is generally not to be sold for at least 20 years, and the bill also requires independent audits and quarterly reserve reports.
