In a policy white paper published by OpenAI in April 2026, it explicitly recommended setting up a public wealth fund, proposing that large-model companies inject capital or provide equity to hedge against unemployment risks caused by automation. The big players have different stances: OpenAI has participated in the White House discussion, while Anthropic has explicitly stated that it has not discussed equity transfer with the government. Senator Bernie Sanders plans to roll out a more aggressive mandatory proposal in June 2026. Under the bill, a one-time 50% stock tax would be levied on leading AI companies, requiring firms to turn over half of their equity and cede board seats in order to achieve democratic oversight of business decision-making. Critics warn that the compulsory taking of equity may be unconstitutional and that there is also a potential conflict of interest if the government serves as both regulator and shareholder.
