Japanese Liberal Democratic Party lawmaker alliance submits Web3 policy proposal, calling for blockchain to be incorporated into the national strategy

Mars Finance News: In Japan, the Liberal Democratic Party’s Blockchain Promotion Parliamentary League has submitted a policy proposal to Finance Minister Katayama Satsuki, calling for the clear inclusion of blockchain and Web3 in the national strategy. The proposal covers multiple areas, including tax system reform, crypto ETFs, regulation of leveraged trading, responses to unregistered operators, a cryptocurrency strategy, and trade logistics. Among them, the proposal suggests further research into the choice mechanism between “separate declaration taxation” and “source-based taxation” for crypto assets, and discusses the tax treatment for crypto-asset swaps (exchanges between crypto assets) and the tax handling of inheritance involving crypto assets.

Regarding derivatives regulation, the proposal holds that the current 2x leverage limit for individual cryptocurrency leveraged trading is too low, and recommends gradually raising the leverage level in conjunction with a margin management system. The proposal also calls for clarifying the institutional positioning of crypto ETFs and strengthening law-enforcement cooperation with overseas regulators. Katayama Satsuki said she will actively promote the development of related systems, including pushing for the implementation of crypto ETFs and studying a new tax system to take effect in January 2028.
