The political logic behind this is straightforward and sharp: Trump himself spent ten years attacking the Obama administration's payment of $400 million to Iran as "treason" and "ransom," and now, signing a multi-hundred-billion-dollar agreement labeled as "war reparations" would be akin to handing the weapon used to attack him to his political enemies and base. Trump has privately told aides that he will not sign any agreement that appears to involve direct US payments to Iran, and has claimed on social media that "until further notice, there will be no transfer of funds." The concept of this investment fund originated from Trump's Middle East envoy, Witkov, and his son-in-law, Kushner—both real estate investors. Their initial idea was to use Tehran real estate development and investment mechanisms as incentives for reconciliation, which was adopted and developed by Iran into a framework allowing American energy giants to enter the Iranian market through joint ventures, thereby giving the fund a commercial logic.
