NASA has not considered the possibility of private organizations establishing bases on the Moon.

Golden Finance reports that on May 30th, NASA's Moon Base Program Director Carlos García-Garland stated in an interview with the media that NASA has not yet considered the possibility of private companies executing the initial missions of the lunar base. He said, "From our perspective on the lunar economy, it would be ideal and wonderful if we could immediately create a market environment where various industries can operate independently and innovate as early as possible. But that won't happen."
