The “15th Five-Year Plan for Urban Renewal” issued by the State Council proposes to use blockchain to empower housing transactions and property registration, improving the level of intelligent and fine-grained urban governance. It also calls for the simultaneous construction of a City Information Model (CIM) foundational platform, advancing data integration, a unified underlying foundation, and efficient coordination, to improve the CIM foundational database and standard system. It will assign codes to housing buildings and municipal facilities and build a national-level basic information repository for housing buildings and municipal facilities. In addition, it will strengthen national, provincial, and municipal three-tier city operation and management service platforms, and promote “one network for unified management” of urban operations.
