State Administration for Market Regulation: Will promote the launch of overseas anti-monopoly compliance service platforms

Today (the 19th), the Market Supervision Administration announced that as private enterprises accelerate their "going global" efforts, overseas anti-monopoly compliance has become an essential course for companies' international development. Based on its anti-monopoly functions, the Administration continues to strengthen guidance for enterprises in managing overseas anti-monopoly risks, helping private companies to operate steadily and far in the international market. The efforts focus on four main areas: First, strengthening the foundation by publishing "A Brief Overview of Anti-Monopoly Laws and Regulations in OECD Countries," distributing the "Overseas Anti-Monopoly Compliance Guidelines," and creating a training brand called "Overseas Anti-Monopoly Compliance Lecture," with dedicated sessions for private enterprises. Second, coordinating efforts by working with the National Development and Reform Commission, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission, and other departments to conduct cross-department risk consultations, issuing early warnings for key industries such as photovoltaics. Third, providing case-specific guidance by quickly responding to anti-monopoly lawsuits and investigations faced by companies overseas, offering defense strategies and compliance instructions. Fourth, issuing risk alerts through channels like the "Anti-Monopoly Brief" to inform relevant agencies and localities about overseas anti-monopoly enforcement information. Moving forward, the Market Supervision Administration will launch a special campaign to enhance private enterprises' overseas anti-monopoly compliance capabilities, focusing on four key tasks: First, updating the guidelines by revising the "Overseas Anti-Monopoly Compliance Guidelines," updating laws and enforcement trends related to overseas anti-monopoly, and completing the compilation and publication of "A Brief Overview of Anti-Monopoly Laws and Regulations in Countries Participating in the Belt and Road Initiative," to improve coverage and relevance. Second, launching a platform to facilitate the operation of an overseas anti-monopoly compliance service platform, providing one-stop services such as legal regulation inquiries, case searches, and risk alerts. Third, conducting targeted training by holding 6 to 8 compliance lectures, focusing on key countries and industries for in-depth specialized training. Fourth, responding swiftly by continuously increasing case guidance and rights protection support, effectively safeguarding the legitimate rights and interests of private enterprises in overseas markets.
