According to Livecoins, the Property Crime Investigation Department (DEIC) of São Paulo State in Brazil and the power company CPFL Piratininga seized approximately 1,400 Bitcoin mining machines suspected of electricity theft on May 20 in Jundiaí and Louveira. CPFL stated that the related equipment is powered by nine three-phase transformers with a total capacity of 8,470 kVA; preliminary estimates suggest the stolen electricity amounts to about 2 GWh, enough to supply approximately 2,000 households for one month. The report states that Brazil does not prohibit Bitcoin mining, and this operation mainly targeted suspected electricity theft.

Three-phase transformer + 1,400 machines, this deployment is quite meticulous.

Getting greedy with free perks will eventually backfire on the power company.

Has Jundiaí become a mining site gathering area?

So it's an electricity theft issue, not a mining issue. Don't spread rumors.

CPFL probably went crazy, and once found out, they shut everything down immediately.
