Signal states that if Canada's proposed C-22 bill mandates monitoring and retaining some user metadata to assist law enforcement, it could threaten end-to-end encryption and prompt its withdrawal from Canada to protect user privacy; Windscribe also states that if the bill passes, it will withdraw accordingly.
