I did a little research on Pepe, and it has an interesting history. This character was created in 2005 by artist Matt Fury for a comic book called Boys' Club, and it was originally depicted as a peaceful and friendly frog. Pepe became popular as a character on the internet and was widely shared on social media.
However, during the 2016 U.S. presidential election, the Pepe character was used in various online communities to spread hate speech and racist content. It took a pretty bad turn.
In response, Fury collaborated with the Anti-Defamation League (ADL) to launch a campaign called "Save Pepe" to restore the original positive image. Regarding copyright, Fury should hold legal rights, but so far, he hasn't actively claimed copyright infringement against the creator of PepeCoin.
