Rubio: No substantial progress in US-Cuba negotiations; unlikely to reach an agreement

Golden Finance reports that on May 22, U.S. Secretary of State Rubio stated in Miami, Florida, that the U.S. is in contact with Cuba and hopes to reach an agreement through negotiations, but there has been no substantive progress at present, and the likelihood of reaching an agreement is low.
