On May 21, U.S. Congressman Nick Begich (Republican) and Jared Golden (Democrat) introduced the “American Reserve Modernization Act” (ARMA) to establish a strategic Bitcoin reserve under the U.S. Department of the Treasury. The bill sets a minimum holding period of 20 years for the reserve and will consolidate the Bitcoin obtained by the federal government through confiscation, forfeiture, and penalties. Other digital assets will be managed separately. The legislation also requires federal agencies to report on unified holdings and to implement proof-of-reserve reporting to ensure the transparency of reserve operations.
