Shandong Province has issued the "Artificial Intelligence + Manufacturing Action Plan (2026-2028)", expecting that by 2028, AI industry revenue will exceed 250 billion yuan, accounting for over 10% of the national total, forming internationally renowned industrial large models and a comprehensive industry large model system covering all domains, and building about 200 high-level collaborative industrial intelligent agents; promoting 10 pioneering applications, cultivating more than 50 innovative carriers, and forming a dual-core, multi-point collaborative pattern.
Around 41 industries, industry-level AI capability centers will be established, promoting about 100 high-value scenarios; striving for 100 national leading/excellent intelligent factories, and cultivating ecosystem benchmark enterprises with national influence and teams of empowerment service providers who understand AI and are familiar with the industry.
