The National Development and Reform Commission and the National Energy Administration have issued a notice on matters related to the orderly promotion of multi-user green power direct connection development. It states that provincial energy authorities should strengthen overall planning and coordination for projects. Projects shall be reasonably planned in accordance with the principle of “Yihe Dingyuan (matching load with source),” with the proportion of annual self-generated and self-consumed electricity to total available power generation not less than 60%, and the proportion of annual self-generated and self-consumed electricity to total electricity consumption not less than 30%, and not less than 35% before 2030. The scale of wind power and solar power projects shall be included in the new energy power generation development and construction plans formulated by provincial energy authorities. The relevant requirements for planning and management shall be implemented with reference to the “Notice on Matters Related to the Orderly Promotion of Green Power Direct Connection Development” (Fagai Nengyuan [2025] No. 650). Projects and their internal resources shall be exempt from power business licensing, unless otherwise provided.
