The high-quality development of service trade fundamentally depends on enhancing R&D and service capabilities. Manufacturing provinces need to become both intelligent manufacturing and service-oriented provinces.

The Guangdong Provincial Government has issued the "Three-Year Action Plan for High-Quality Development of Service Trade (2026–2028)," consolidating advantages in telecommunications, computer, and information service exports, developing new-generation electronic information, network and communication, semiconductors/integrated circuits, ultra-high-definition video, and other digital industries, enhancing research and development and service capabilities, cultivating high-end enterprises, and promoting the export of standards and products; building innovative platforms such as open communities for artificial intelligence and embodied intelligence training grounds.
