Circle CEO publicly states willingness to invest in building an AI agent as an independent legal entity using Arc. This is not an ordinary AI news.

The signal lies in: Circle's accumulation on the USDC compliance pipeline, combined with the feasibility of AI agents obtaining legal personality—zero-member LLC + Bayern mechanism—allowing the agent to independently own assets, sign contracts, and litigate without human entities.
If this path is successful, the ownership of on-chain assets, responsibility attribution, and compliance boundaries will be redefined. AI agents will no longer be just tools but entities that can independently hold USDC, sign smart contracts, and even be sued or sue others.
Counter risk: Granting legal personality may lead to regulatory arbitrage and blurred accountability. If autonomous actions by the agent cause losses, who is responsible? The code? The developer? Or the protocol? Circle's investment signal is positive, but actual implementation still faces legal precedents and regulatory uncertainties.
This is not a short-term narrative but a structural change at the infrastructure level. Worth continuous monitoring.
