a16z: CLARITY Act advances in the Senate, potentially reshaping the U.S. cryptocurrency regulatory landscape

Deep Tide TechFlow News, May 15th, according to a16z crypto article, the U.S. Senate Banking Committee voted on May 14th to advance the “Digital Asset Market CLARITY Act” (CLARITY) through bipartisan cooperation, marking a historic step forward in the legislative structure of the U.S. cryptocurrency market.

The CLARITY Act aims to establish a clear regulatory framework for blockchain networks and digital assets, with core components including: clarifying the regulatory boundaries between the SEC and CFTC over crypto assets, regulating the operation of crypto exchanges, protecting consumer rights, and providing a clear path for compliant operation of blockchain networks in the U.S.

a16z pointed out that over the past decade, the U.S. reliance on “regulatory enforcement instead of legislation” has not only distorted the market and suppressed innovation but also led to a large amount of regulatory arbitrage, causing many crypto projects to move overseas. The bill references the 2024 FIT21 Act and the 2025 House version of the CLARITY Act, further improving upon them.

Currently, the two drafts from the Senate Banking Committee and the Agriculture Committee will be merged into a unified bill, which will be submitted for a full Senate vote. After passing, it still requires approval from the House and the President’s signature to become law.

a16z compared this legislative progress to the historical significance of the Securities Act of 1933, and cited the precedent of the Genius Stablecoin Act’s passage driving explosive industry growth, believing that once implemented, CLARITY will open a new wave of innovation for the U.S. crypto industry.
