Iranian Foreign Ministry spokesperson Bagheri stated that ending the hostilities and lifting the blockade of the Strait of Hormuz are prerequisites for any negotiations between Tehran and the United States. According to the semi-official Iranian news agency Fars, before the five trust-building prerequisites are met, Iran will not participate in the next round of talks with the U.S.

These conditions include ending wars on all fronts, especially in Lebanon; lifting sanctions on Iran; releasing frozen Iranian funds; compensating for war damages; and recognizing Iran’s sovereignty over the Strait of Hormuz. These conditions are set within a framework aimed at resuming dialogue and establishing minimal trust.

Iran has informed Pakistani mediators that the maritime blockade implemented by the U.S. after the ceasefire has reinforced Iran’s view that negotiations with the U.S. are unreliable.

Bagheri also stated that the U.S. demands Iran’s complete surrender, not genuine dialogue. He pointed out that the responsibility for the blockade of the Strait of Hormuz lies with the U.S., and under international law, maritime blockades constitute acts of war.
