According to multiple media reports on Tuesday, local time the 12th, Kuwait claimed that personnel from the Iranian Islamic Revolutionary Guard Corps attempted to infiltrate Bubiyan Island in Kuwait to carry out “hostile actions,” and engaged in firefights with Kuwaiti security forces during the operation.

Kuwait’s Ministry of Interior announced on Tuesday, local time, that earlier this month four individuals who admitted to being members of the Iranian Islamic Revolutionary Guard Corps were arrested. According to Kuwait’s official news agency, these individuals tried to infiltrate Bubiyan Island by sea aboard a fishing boat, and Kuwaiti armed forces stationed on the island engaged them, resulting in one soldier being seriously injured.

U.S. media reports that Kuwait accused a paramilitary unit of the Iranian Islamic Revolutionary Guard Corps of attempting to infiltrate Bubiyan Island to carry out “hostile actions,” but provided no further details. Kuwait stated that four men have been detained, while two others escaped during the thwarting of the attack by Kuwaiti forces. A Kuwaiti security official was injured during the operation.

Kuwait’s Foreign Ministry subsequently summoned the Iranian ambassador and emphasized that Iran should bear “full responsibility” for this incident. Iran has yet to respond to all of Kuwait’s accusations. This event is seen as the latest sign of the “covert war” between Iran and Gulf Arab states becoming more public.

The location of the incident, Bubiyan Island, holds strategic importance. It is situated in the northwest corner of the Persian Gulf, near Iranian and Iraqi waters, and is also home to Kuwait’s major port project, Mubarak Al Kabeer Port. In recent years, this port has been a key logistics and energy infrastructure hub in the Gulf region.

Meanwhile, several Gulf countries have recently intensified security operations targeting so-called “Iran-linked networks.” Besides Kuwait, Bahrain also announced the arrest of dozens of individuals suspected of connections to the Iranian Revolutionary Guard, accusing them of espionage and financing activities.

Analysts believe that Kuwait’s rare public naming of Iranian Revolutionary Guard personnel “infiltrating” indicates that Gulf countries are becoming significantly more alert to such activities by Iran, and that regional power struggles that previously remained behind the scenes are gradually becoming more overt.

Market-wise, although this incident has not directly caused sharp fluctuations in oil prices, traders continue to monitor security risks in the Persian Gulf. The Strait of Hormuz accounts for about one-fifth of global oil shipments; if the situation worsens further, energy markets may reprice higher geopolitical risk premiums.

According to a May 3 announcement from Kuwait’s Ministry of Defense, the four individuals arrested are Navy Captain Amir Hossein Abdolmohammad Zaraei, Navy Captain Abdolsamad Yedaleh Ghanavati, Navy Lieutenant Ahmad Jamshid Gholamreza Zolfaghari, and Army Second Lieutenant Mohammad Hossein Sohrab Foroughi Rad. All four were captured in Kuwait’s waters on May 1 while attempting to infiltrate Bubiyan Island.

Kuwait’s official media reported that during interrogation, these individuals admitted they were assigned by the Revolutionary Guard, rented a fishing boat as cover, and their mission was to carry out “hostile actions” against Kuwait. Kuwait’s Ministry of Interior stated in a release that security forces will remain on high alert to respond to potential follow-up actions.

Early reports varied, initially claiming only two were detained and two others escaped. Kuwait authorities later confirmed that all four have been arrested and their identities verified.

Regional tensions persist; U.S. claims Israel has deployed the “Iron Dome” missile defense system in the UAE

The incident of Iranian military personnel “infiltrating” Kuwait’s islands occurs amid ongoing fragile ceasefire conditions in the region. Kuwait, the UAE, and other Gulf states have previously suffered multiple rounds of missile and drone attacks from Iran during the joint U.S.-Israeli military operation “Epic Fury,” prompting some U.S. forces to withdraw to more secure locations.

Currently, tensions in the Strait of Hormuz remain high, with Iran warning against transit ships without Iranian authorization and the U.S. Navy blockading Iranian ports. As a result, Kuwait’s oil export channels are effectively stalled.

According to Xinhua News Agency citing Iranian media reports on Tuesday, Iranian Navy Rear Admiral Mohammad Akbarzadeh stated that a U.S. escort ship recently attempted to pass through the Strait of Hormuz. Iran closely monitored its provocative behavior and warned it with fire; the ship then changed course. Iran is closely watching regional developments and will not tolerate any infringement of its waters.

On Tuesday, multiple domestic and international media outlets reported that U.S. Ambassador to Israel Mike Huckabee said that Israel has deployed the “Iron Dome” missile defense system and personnel in the UAE. This highlights the accelerating reshaping of the Gulf region’s defense posture.

In addition to Huckabee’s statement, the Daily Economic News reported that U.S. Permanent Representative to the UN, Linda Thomas-Greenfield, confirmed that Israel has deployed the “Iron Dome” system in the UAE and has helped intercept Iranian missiles during recent conflicts.

The Daily Economic News also cited Israeli media reports on Tuesday, stating that although there had been rumors before, Israel, the UAE, or the U.S. had not officially confirmed the deployment. Huckabee’s statement on Tuesday was the first public confirmation that the “Iron Dome” has been deployed and operational in the UAE. This marks the first time the “Iron Dome” has been deployed outside Israel and the U.S.

Meanwhile, U.S. media reported that Bahrain’s prosecutor’s office announced on Tuesday that at least 24 individuals have been sentenced to prison for espionage and links to the Iranian Revolutionary Guard, including three who received life sentences. This is the latest move by Bahrain to crack down on Iranian infiltration activities since the outbreak of hostilities.

Iran has not responded to Kuwait’s accusations to date, having previously denied launching large-scale attacks against neighboring Gulf countries multiple times.
