Payment giant PayPal reaches a settlement with the U.S. Department of Justice (DOJ), agreeing to forgo approximately $30 million in transaction fees to end an investigation into alleged discrimination related to its 2020 “Minority Business Support Program.” The DOJ questioned whether the program prioritized funding for certain ethnic groups at the expense of Asian applicants, violating federal civil rights laws.

According to the latest news, PayPal has officially reached a settlement agreement with the U.S. Department of Justice (DOJ) for approximately $30 million. PayPal will waive about $30 million in transaction fees in exchange for the DOJ ending its investigation into alleged racial discrimination.

The $530 million support program sparks controversy, accused of excluding Asians

The investigation was triggered by PayPal’s high-profile launch of a $530 million fund in 2020 following the George Floyd incident, aiming to support Black and other minority-owned businesses and communities.

However, this well-intentioned DEI initiative soon faced strong accusations of “reverse discrimination.” Previous lawsuits alleged that PayPal exhibited serious racial bias in executing the program, such as prioritizing Black and Latinx fund managers during review processes while excluding Asian applicants.

The DOJ launched an investigation based on these claims, questioning whether PayPal’s practices violated the Civil Rights Act (which strictly prohibits creditors from discriminating against applicants based on race).
