President Trump has just announced that Cuba has asked the United States for help, and the US will officially begin negotiations with Havana.
This is not just talk. US officials revealed that negotiations between the US and Cuba are already in progress, led and coordinated by Secretary of State Rubio, but the short-term objective is not regime change—it is to pressure Cuba to shift its policies.
The conditions put forward by the US are quite clear: Cuba must release political prisoners and carry out economic liberalization reforms, in exchange for tens of millions of dollars in humanitarian aid and two years of free “Starlink” internet service. In addition, the US also requires Havana to cut off its shelter for foreign intelligence agencies and to revoke licenses for the activities of foreign terrorist organizations within its territory. However, officials privately said they do not have much hope that Cuba will accept the proposal.
Meanwhile, Trump has been reported to have snapped at his advisers: “Why hasn’t our sanctions brought Cuba down?” With days of intense pressure yielding no results, the Pentagon has accelerated the development of backup military plans.
“Cuba is a failed state, moving toward collapse. They’re asking for help, so we talk.” Either accept the conditions, or face tougher measures—the time is running out.
